When the anchor is submerged, the volume water displaced by the anchor is equal to the volume of the anchor. When the anchor is in the boat, the weight of water displaced is equal to the weight of the anchor. Therefore, more water is displaced when the anchor is in the boat, and the water level in the lake goes down when the anchor is thrown overboard.
