Descended from an ancient aristocratic family, he succeeded to the
throne as the result of the great conspiracy of 68.

Outlines of Policy
He made a point of trying to restore fiscal balance after the death of
Nero. He did not do a good job of reconciling either the Rhine armies
or the praetorian guard to his reign.
