Natural Resources Defense Council (NRDC)
Job Opportunity:
Utility Regulatory Economist
Summary:
NRDC is seeking an economist to help us advocate for better utility regulation that encourages energy efficiency, especially in the Southeast. Electric and natural gas utilities are generally regulated in a way that links their profits to sales. NRDC advocates for decoupling profits, establishing energy efficiency procurement targets for utilities, as well as performance incentives to encourage utilities to support energy efficiency programs, in addition to other policies such as net metering and appliance and building efficiency standards to promote energy efficiency and clean distributed generation. This full-time position would ideally be based in New York City, but for the right candidate our DC office would also be an option.
NRDC's top institutional priority is rapidly reducing global warming pollution from the built environment, and scaling up energy efficiency and clean distributed generation are critical tools to achieve this goal. Energy utilities play a critical role in shaping both our energy infrastructure and many consumer choices about energy-using appliances and equipment, as well as usage patterns. Better regulation can, at a minimum, remove utilities as a barrier to greater energy efficiency and, at best, turn them into active allies in promoting specific efficiency programs and broader efficiency policies. NRDC achieves these goals by participating in utility rate cases and other regulatory proceedings, and is increasingly working on utility regulation in the Southeast.
Responsibilities Include:
- Participating in rate cases and other proceedings arguing for decoupling, energy efficiency procurement targets, performance incentives, net metering, and other policies to promote energy efficiency and clean distributed generation, such as solar, small-scale wind, and combined heat and power.
- Working closely with NRDC's NGO and industrial allies in the Southeast to advance the best possible utility and state energy efficiency policies.
- Evaluating detailed rate design or performance incentive proposals.
- Supporting NRDC advocacy on a state-by-state basis for better utility regulation to promote energy efficiency programs by building the case for the energy, environmental, and economic benefits that cost-effective energy efficiency can provide.
Qualifications Include:
- The ideal candidate will have the personal and professional skills to advance NRDC's objectives.
- Very strong economics skills and experience with the theory and practice of utility regulation.
- Minimum three years experience and a graduate level degree. Strong written and verbal skills, especially communicating technical and analytical information in a clear and persuasive manner.
- Familiarity with public policy, particularly utility regulation and energy and climate change policy.
Salary:
The NRDC offers competitive salaries (based on a nonprofit scale and commensurate with experience), excellent benefits

This analyst would work closely with other staff analysts and attorneys advocating for state and federal appliance standards, better utility regulation that promotes energy efficiency, and policies that encourage clean distributed generation. This full-time position would ideally be based in New York City.
NRDC's top institutional priority is rapidly reducing global warming pollution from the built environment, and scaling up energy efficiency and clean distributed generation are critical tools to achieve this goal. Successful advocacy requires a strong understanding of what current technologies are capable and what future levels of performance are likely to be. Furthermore, implementation of the federal appliance standards has required extensive litigation and this position will involve supporting NRDC attorneys evaluating technical and economic claims about various appliances and efficiency standards.
Responsibilities Include:
- Participating in Department of Energy appliance efficiency standard rule makings and evaluating claims about the economics and efficiency performance of various appliances;
- Working with other NGOs and industries to build support for state level appliance efficiency standards;
- Supporting NRDC advocacy for better utility regulation to promote energy efficiency programs by building the case for the energy, environmental, and economic benefits that cost-effective energy efficiency can provide;
- Building the case for net metering, decoupling, and other policies to promote clean distributed generation, including photovoltaics, small wind, and combined heat and power.
Qualifications Include:
- The ideal candidate will have the personal and professional skills to advance NRDC's objectives.
- Very strong technical research and quantitative skills.
- Minimum three years experience and a graduate level degree in physics, engineering or a similar field.
- Strong written and verbal skills especially communicating technical and analytical information in a clear and persuasive manner.
