Miller, P.J Two Ravens Guest: Malinda Matney Facilitator/recorder: Bernadette Malinoski II Survey of Students Celebrate the expedited review decision Thanks to the efforts of all who worked on the survey questionnaire and the request to the Institutional Review Board, the request to conduct an online Gender Identity Service-Delivery and Climate-Assessment survey was expedited. The addition of IRB contact information and a participation restriction to those 18 or older were the only changes that the IRB requested. Frederic has already submitted those changes. All that remains before final approval is to submit for IRB review the flyer for soliciting participation in the survey. Action item: Frederic will let the group know as soon as he receives word of IRB approval. Plan for putting the survey questionnaire and open-ended questions online Action item: Frederic will contact Jeff Brake this week, provide him e-copy of the survey questions, and work with him to get the survey online. He will let the group know when the survey is ready to go. The group decided the following: Ask Jeff to use " HYPERLINK "http://www.umich.edu/~ovpsa/gender/survey..." www.umich.edu/~ovpsa/gender/survey..." for the URL that takes one directly to the student survey questionnaire. A banner on the GIWG site to click on to get to the survey would be helpful. A flag on the DSA web site would also be helpful. LGBTA will add a flag to theirs. Additions to survey items - age choices: 18, 19, 20, 21; 22-26; 27-31; 32-36; 37-41; 42+ school/college: to the standard list (which should include the professional schools) add "not currently enrolled" and "not a UM student" year in school: add "Professional Student" The open-ended questions need to be submitted separately from the structured portion (Parts I - III), so ask Jeff about having the open-ended questions come up as the "success page" after the answers to I - III have been submitted. (He might suggest other mechanisms that would work, too.) The "voluntary" language should be repeated at the beginning of the open-ended questions. The open-ended questions should not have a limit to the amount of text that can be entered. Ask Jeff to begin work on setting up the survey site right away. Text and distribution plans for a flyer that promotes participation in the survey Action item: Frederic will make the changes to the flyer that are noted below and will submit it to the IRB for review by the end of this week. If the exact URL for the survey can be confirmed in advance, add it to the flyer before submitting the flyer to the IRB. If not, note for the IRB that the exact URL is pending and will be supplied when the survey has been put online. To further protect the anonymity of subjects, add the IRBs phone number and Frederics phone number to the email addresses that already appear on the flyer. Add to the flyer A summary of the survey results will be posted on the Gender Identity Working Groups web site. We estimate that it will be available there in May 2003. Add a short definition of gender identity to the flyer. Action item: Foula will email suggested wording to Frederic in the next day or two. Once IRB approval has been received and the URL for the survey is available, the finished flyer will be emailed to a randomly-generated list of students and to email lists that working group members and LGBTA maintain. Paper copies will be made available to offices and organizations noted in previous meeting minutes. Action item: Malinda will obtain from the Registrars Office a randomly-generated list of 2000 students as soon as IRB approval is confirmed. Plan for analysis Malinda has two students in the DSA Research Office whom she expects will be working on analyzing the survey responses. The text data will be analyzed for themes that emerge. This process can start as soon as results are available. Next Steps as noted above under Action Items The timeline for conducting the survey during the last two full weeks of March still looks feasible. According to Malinda, most of those who will be responding to a survey do so in the first couple of days. A second round of soliciting participation done a week later can add to that base of respondents. The week of March 17 is Queer Visibility Week good timing for start up of the survey. III Gaps and Recommendations Document Review Housing section revisited Mary presented proposals for specifying which Housing staff members should be the focus of orientation and training regarding transgender issues. She proposed: 2.1, 2.2, and 2.4 Housing Information Office and Res Ed staff. 2.3 Housing Information Office staff Mary pointed out that the Housing Information Office is the initial contact for students seeking housing at U-M and that Res Ed staff have responsibility for providing support and resolving problems in the residence halls. She believes that specifying which staff members are to receive training would increase accountability. Foula would like some time to go back and review notes on the topic and give some thought to whether the training effort should be broader than Mary suggested. Action item: Foula will complete her review before the next meeting and be prepared to comment. Other members may wish to do so as well as part of the process of refining recommendations for the final report. Discussion of Student Counseling section Action items: Foula will send suggested rewording for section 4.7. Bernadette will revise the text of the Student Counseling section of the Gaps and Recommendations document according to the groups suggestions and send e-copy of the section to Howard. Howard will provide CAPS with a copy, and ask if someone from the unit would like to attend the April 7 meeting to comment in person, or if they would they rather submit their comments through Howard. Discussion of comments received from other DSA units Greek Life Frederic reported that the Office of Greek Life doesnt know of any fraternities or sororities that ask pledges for their social security numbers and doesnt think that they would need them. It is possible that the national organizations of some of the fraternities or sororities on campus might require social security numbers from potential members. The group will need to decide whether to keep the same wording in its recommendation which would mean that the Office of Greek Life would have to seek the above information, or simply to recommend that the Office alert students to the possibility that they could be asked for their social security number. Career Center Frederic will be meeting with the Career Center tomorrow to go over their section of the Gaps and Recommendations document. Student Safety Mary reported that her contact, an associate director of U-Ms Department of Public Safety, thinks that the recommendations under Student Safety should be expanded to include all U-M Public Safety Officers, not just Housings Safety Officers. The group discussed adding to the gaps statement an acknowledgement of the cooperation and concern that U-Ms DPS has shown in LGBT matters, while speaking to the reality of the fallout the bad experiences that transgender students have had with law enforcement officers in other places. Jim who has been doing training on LGBT issues for DPS noted that Housing Security Officers attend DPSs training, as do security officers from U-M Hospitals. Action item: Jim will talk with Janet Connors, the DPS Sergeant in charge of training, about developing guidelines and training to address the gender-related incidents mentioned in section 5.3. Next Steps Action item: Bernadette will revise the Gaps and Recommendations document to make the word transgender consistently lower case throughout, as requested by the group. She will also draft wording for the other revisions that were discussed, and send the group an updated document before the April meeting. If possible, they will report at the next meeting on any comments or suggestions these units have about the gaps or recommendations for their areas. IV DSA Unit Survey Updates re: Additional Responses Units that have recently sent responses Student Activities and Leadership Bernadette received a completed survey from Susan Wilson, the director. Plan for incorporating new responses into the report document Action items: Howard will see that the new responses are incorporated into the report of results of the Transgender/Gender Identity/Gender Expression Resource Survey of DSA Units. Please request that the remaining units send their responses to him as email attachments. Bernadette will forward the SAL responses to him. Plan for following-up with units that havent responded Action items: Intergroup Relations Foula has an internship there, and will ask that they send the completed survey to Howard. International Center and, Services to Students with Disabilities Howard will follow up with them. V Miscellaneous GIWG subgroup structure discussion postponed. GIWG web site Jeff Brake expects to have the GIWG charge added to the web site this week. He has been posting the meeting minutes soon after receiving them. Bernadette reminded the group that she forwarded to them an Excel document from Jeff that contained information on hits on the GIWG site from July 2002 through January 2003. Statement of Student Rights and Responsibilities As Frederics 02/19/03 email stated, there is a proposal to amend the statement of Student Rights & Responsibilities to include gender identity under Student Rights. Ombuds Office in an informal contact with Howard, Bob Holmes mentioned that he was glad to have been approached by the GIWG regarding the issues that transgender students face.
