Israelis Battle Over Mixed-Sex Prayers at Western Wall

JERUSALEM -- Jeered by strictly Orthodox Jews who called them "Hamas," "terrorists" and "Christians," about 150 Conservative and Reform Jewish men and women were shoved away from the Western Wall by the police on Monday night after they prayed together, contrary to Orthodox custom.

The forcible eviction of the worshipers from Judaism's most revered shrine came as thousands gathered there to mark Tishah b'Av, a fast day marking the traditional anniversary of the destruction of, first, Solomon's Temple and then Herod's Temple.

The Western Wall is a remnant of a wall that surrounded the plateau on which Herod's Temple stood when it was destroyed by the Romans in A.D. 70. "This is exactly why the Temple was destroyed in the first place: because people hated each other for no reason," said Abigail Graetz, a Conservative worshiper, weeping as she cited a traditional Jewish account of internal strife that led to the destruction. "The wall doesn't belong to anyone -- this belongs to the Jewish people."

Monday night's incident was the latest confrontation between Orthodox Jews and members of other branches of Judaism who have been locked in a divisive debate over the authority of the Orthodox rabbinic establishment in Israel.

Tensions have risen since Orthodox political parties made a strong showing in last year's national elections and won key government posts.

A rancorous dispute has erupted in recent months over a bill promoted by the Orthodox parties that would enshrine in law the sole authority of Orthodox rabbis to perform conversions to Judaism in Israel. The bill is intended to counter legal challenges by the small Conservative and Reform movements. They made their latest gain last week when the Israeli Supreme Court ruled that a Reform woman should be allowed to serve on a local religious council over Orthodox objections.

The two modern movements claim relatively few adherents in Israel but account for 84 percent of the Jews in the United States, so the dispute has in effect pitted American Jews against Orthodox rabbis in Israel.

The legal battle dates to a suit brought by the Conservative movement in November 1995, asking the Supreme Court to compel the Interior Ministry to recognize the conversions of 13 children who had been adopted by Israeli parents and converted by Conservative rabbis.

The Western Wall in Jerusalem's Old City, which used to attract Israelis of different religious backgrounds, has in recent years become a preserve of the strictly Orthodox. It is controlled by the Religious Affairs Ministry, which follows Orthodox practice. Male and female worshipers are physically separated by a partition. Disagreements over the role of women in prayer have at times turned the wall into an arena of confrontation. Conservative Jewish men and women who tried to pray together at the Western Wall during the Shavuot holiday in June were assaulted by hundreds of rigorously Orthodox men evidently incensed by the sight of women praying with men. The Conservatives said the strictly Orthodox Jews, known as haredim, had spat on them and pelted them with garbage and feces from the windows of a yeshiva, a school of religious studies.

On Monday night the police briefed the Conservative group before leading it to a barricaded enclosure well away from the wall and protected by officers. But when a Religious Affairs Ministry official protested that the mixed service violated regulations, Police Chief Yair Yitzhaki ordered the Conservatives away.

As police officers began to herd the worshipers from the area, groups of bearded, black-clad Orthodox Jews began taunting the men and women. Some Conservative worshipers resisted the police and were beaten back to a gate in the Old City wall, where they were jeered some more.

"You destroy from within," said one man to Aryeh Friedler, who had come to pray with his daughter. "You're worse than a terrorist. You're assimilated, and your children are gentiles."

An Orthodox man with a white beard shouted at David Breakstone, a Conservative educator who directs youth programs: "You're not Jewish! You are worse than a Christian! You have no right to be here!"

Rabbi Andrew Sachs, an organizer of the prayer gathering, said the police had violated assurances that the Conservative group could pray under police protection. "The policy is to remove the victims, leaving the perpetrators of violence to come back another day," he said.

Rabbi Michael Cohen, visiting from Manchester Center, Vt., had a broader reflection. "The issue is whether the Jewish state is for all Jews," he said. "This is the challenge we face."
