The minutes from January 11, 2002 were approved.

PEER2S: Fawwaz Ulaby introduced the Program for the Education and Evaluation of Responsible Research and Scholarship.  (PowerPoint presentation attached.)  This training/certification program will be web-based modules with a database to track certification.  The Core Team and Staff are:  Nick Steneck, Judy Nowack, Charles Kowalski, Dorene Markel, Pat Ward, Carl Berger, Lisa Milligan, and Lee Katterman.

There will be six modules to start: 1)Shared Values and Common Understandings; 2)Sponsored Projects; 3)Conflict of Interest; 4)Human Research; 5)Animal Research; and 6)Responsible Data Management.  Required courses and certifications will be customized according to individual responsibilities.

It was suggested that the category "recommended" be added to the existing categories of "required" and "optional".  It was also suggested that prior to campus-wide implementation, information on accessing unique name and Kerberos passwords be made available.  This may be a particular issue on the Medical Campus. Additional feedback and comments may be sent to Bruno Giordani, who will collate them and forward to Lee Katterman and Lisa Milligan.

Joel Swanson, co-chair of the OVPR Committee charged with reworking UM's Policy on Research with Human Embryonic Stem Cells, presented the draft policy, first providing background on human embryonic stem cells and therapeutic values/strategies.  (Draft policy attached.)  The committee members were:

It was recommended that review of the Informed Consent Policy for embryo donation (section A.2) be carried out, as well as a review of which office if responsible for monitoring compliance of the use of Personnel and Equipment (sections D.1 - D.5).  Is consent of both mother and father required?

Bruno Giordani will check with Steve Goldstein for information on a possible new compliance office in UMHS to monitor and check compliance.

The next meeting will be March 8, 2002, from 10:00 am - 12:00 noon in 4006 Fleming.  The agenda will include compliance training and a review of UM's Intellectual Property Policy presented by James Hilton.
