State Higher Education Budget Bills for Fiscal Year 2009
Executive
Governor Jennifer Granholm's Executive Budget for 2009 includes an overall 3 percent increase in state support for the state's public universities. The bill contains two sections: one for the research universities, and the other for the remaining twelve institutions. The 3 percent increase is distributed by way of a formula for the universities in each section of the budget bill.

The Executive Budget proposal signals the start of a lengthy appropriations process that is expected to extend through June.
Senate
On March 25, 2008, the Senate passed SB 1099. The Senate version provides an across the board increase of 3% to each of the state’s public universities. It also differs from the Governor’s recommendation in that it does not provide a separate section for the University Research Corridor institutions: U-M, MSU and WSU. House
President Mary Sue Coleman joined MSU’s President Lou Anna Simon and WSU's President Irvin Reid to present testimony from the University Research Corridor institutions on April 23rd before the House Higher Education Appropriations Subcommittee. On June 11, 2008, the House passed its version of SB 1099. The House version provides an across the board increase of 2.7% to each of the state's public universities. The bill provides some additional funding to offset Indian Tuition Waiver costs at each campus and increased funding for state competitive scholarships. The House version, like the executive, provides a separate section for the University Research Corridor institutions: U-M, MSU and WSU.

Conference Committee
The Senate did not concur with the House changes. Conferees have been named: Senators Tom George, Bill Hardiman and Jim Barcia, and Representatives Pam Byrnes, George Cushingberry, and Bill Caul.
