        Some people think the government should provide fewer services, even
        in areas such as health and education, in order to reduce spending.
        (1996 and later: Suppose these people are at one end of a scale, at
        point 1).  Other people feel that it is important for the government
        to provide many more services even if it means an increase inSpending.
        (1996: Suppose these people are at the other end, at point 7.  And,
        of course, some other people have opinions somewhere in between, at
        points 2,3,4,5 or 6.)

        In 1982-1984, 1990, 1994, 1996, Rs who responded "DK," NA or "haven't
        thought much about it" to self-placement on the 7-point
        services/spending scale were not asked for party placements on this
        scale and have been coded 0 in VCF0541 and VCF0542.

        In 1986, 1988, 1992, 1998, Rs were asked for party placements even if
        their self-placements were "DK" or "haven't thought much about it" [in
        1986: or NA].  If R's self-placement was NA in 1988 and 1992, then R
        was not asked for party placements and VCF0541,VCF0542 have been
        coded 0. In 2000, all respondents were asked for party placements.

        The 1980 version of this question was not comparable.

        In 1996 and later, the order in which this rating was administered
        for the 2 major parties was randomized.

        In 2000, telephone respondents were asked a series of branching
        questions; 2000 telephone data are not included.

        The order in which Democratic and Republican party placements
        were administered was randomized in the 2000 study.
