1970-1984,1988 FORM B: Some people feel that the government in
Washington should make every possible effort to improve the social and
economic position of blacks (1970: negroes) and other minority groups
(1980: even if it means giving them preferential treatment). Others
feel that the government should not make any special effort ot help
minorities because they should help themselves.

1988 FORM A, 1990 and later: Some people feel that the government in

GOVERNMENT AID TO BLACKS-- PRESIDENT'S RATING ON 7-POINT SCALE
        -------------------------------------------------------------------

        USE WEIGHT VARIABLE VCF0009/VCF0009A/VCF0009B.

The presidents referred to in each year were:
           1970: RICHARD NIXON
           1972: RICHARD NIXON
           1974: GERALD FORD
           1976: GERALD FORD

Note that form B in 1988 and all previous years specified "blacks and
other minorities" in this question while form A in 1988 and all cases
in 1990 specified only "blacks." To filter for form A/B responses,
        use variableVCF0012.

        NO SELF-PLACEMENT INAPS:
In all years except 1970,1996, and 2000, if R replied DK or "haven't
thought much about it" in rating self on this same 7-point scale, then
s/he was not asked this question.
In 1970, if R replied "haven't thought much about it" for his/her own
self-placement, then this question was not asked (if self-placement
was DK, this question was still asked).

In 1996, since the incumbent President was also the Democratic
Presidential candidate, the order of administration for this var was
affected by the fact that randomization occurred for the order of the
3 major Presidential candidate names for this placement.

In 2000, this question was administered as a 7-point scale to
FTF respondents only; telephone respondents were administered a
        branching series instead.
