Professor Ma earned her graduate degrees in the Department of Automatic Control of Xi'an Jiaotong University. She formerly taught at X'ian Jiatong University and Northern Jiaotong University. She then assumed posts as deputy division chief, division chief, and then director of the National Planning Committee¡¯s Department of Science and Technology.

In June 1998, Professor Ma became director of the Department of Industrial Development of High-Technology, the National Developing and Planning Committee. Beginning in April 2003, she served as director of the Department of the Industrial Development of High-Technology, the National Development and Reform Committee. She was appointed Chairwoman of the University Council of Shanghai Jiao Tong University in September 2003. In this capacity, Professor Ma oversees the overall work of SJTU¡¯s University Council.

Shuguo WANG

President, Harbin Institute of Technology

Delegation Deputy Head

Professor Wang was appointed President of Harbin Institute of Technology in 2002. Prior to that, he held the position of Director General of the Science and Technology Commission of Heilongjiang Province (2000-2002), Vice President of Harbin Institute of Technology, and Deputy Dean, School of Mechanical-Electronics. As a professor in artificial intelligence, he also served as Deputy Director of the Industry Robotics Technology Expert Group, High-tech Research and Development Program of China (China 863 Program). As president, he is charged with the overall work of university administration at HIT.

Deyong JIA

Deputy Director-General, Department of National Universities, Ministry of Education

Mr. Jia has been working at the Ministry of Education for over 20 years. Prior to his current position, he worked in the Personnel Department of the Ministry of Education and was the Consul of Education at the Consulate-General of China in Chicago (1994-1997). Mr. Jia graduated from Shaanxi Normal University with a major in Education; he earned his master¡¯s degree in Education Administration from Xi¡¯an Jiao Tong University.

The Ministry of Education (MOE) is a central government agency under the State Council, responsible for China¡¯s education and language work. Higher education in China has played an important role in economic development, scientific progress, and social development by cultivating talent for the construction of socialist modernization. In 2006, there were 2,311 Higher Education Institutions (HEIs) in China with a total of 25 million newly admitted and admitted undergraduate students, and 501,000 graduate students.

Chairman of the University Council, Lanzhou University

Profesor Chen was appointed Chairman of the University Council of Lanzhou University in 2001.  He has worked at Chongqing University for nearly 20 years, including as Vice Chairman of the University Council (1997-2001), Executive Vice President (1996-1997), and Director of the Department for Student Affairs. Professor Chen graduated from Chongqing University in 1982 with an undergraduate degree in Mechanical Engineering. He is in charge of the overall work of the University Council at Lanzhou University.

Xiaoman CHEN

Vice President, Fudan University

Professor Chen was appointed Vice President of Fudan University in the spring of 2005. As a mathematician, he built a distinguished research career through his research on basic mathematics and functional analysis. He has worked at Fudan University for more than 20 years where he has served as professor, director of the research institute of mathematics, and director of the division of Science and Technology. He earned his B.S., M.S., and Ph.D. degrees in mathematics from Fudan University.  He also conducted post-doctoral research at Stony Brook University, SUNY from 1989 to 1990. He is in charge of personnel and research innovation affairs at Fudan University.

Professor Wang graduated from Tsinghua University in 1983 with a bachelor¡¯s degree in engineering.  He was appointed Chairman of the University Council of Beijing Jiaotong University in 2004. Prior to that position, he worked at the Ministry of Education since 1986; he served as Deputy Director-General of the Department of Basic Education from 1998-2004. From 1992-1995, Professor Wang worked as First Secretary in the Education Division of the Chinese Embassy in U. S.  Currently, he is in charge of the overall work of BJTU¡¯s University Council.

Jinwen XUE

Chairman of the University Council, Nankai University

Professor Xue graduated from the History Department of Nankai University with a specialty in world history. He has served in numerous capacities at Nankai University, working as the director of the student department and deputy Party secretary of the economic college. In 1989, he traveled to Japan to study modern Japanese education at Waseda University for one year. Upon his return to China, Xue relocated to Tianjin where he accepted the Vice Chairman of University Council position at Tianjin Technical College. In the 1990s, he shifted to the Tianjin Education Health and Industry Committee where he became deputy secretary. He then became deputy chief of the Tianjin Education Committee. In 2002, he became Chairman of the University Council of Nankai University where he is charged with the overall work of the University Council.

Lizhong YU

President, East China Normal University

Professor Yu received his doctorate from the University of Liverpool with a focus in Environmental Magnetism. During his doctoral studies, he was involved in four international joint research projects on the study of estuarine environments and palaolimnology. After returning to China in 1990, he became actively involved in a number of research projects both at home and abroad: the "Coastal Environment Monitoring and Management¡± project (1995-2000); the British Council funded joint-research project between the University of Salford and East China Normal University; the ¡°Application of Environmental Magnetism¡± project (1992-1995); and the National Natural Science Foundation of China-funded magnetic diagnostic model of heavy metal pollution in tidal flat sediments project (1999-2001). Professor Yu has published more than 50 papers and has been awarded twice for his academic achievements. As president, he is in charge of the overall work of the university administration.

Jiamao ZHENG

Vice President, Southeast University

Professor Zheng was appointed Vice President of Southeast University in September 2006. He received both his B.S. and M.S. degrees in Applied Mathematics, and his doctorate in Biomedical Engineering, all from Southeast University. He joined the University faculty after graduation. Professor Zheng has held several academic and administrative positions at Southeast University, including Chair of the Department of Applied Mathematics, Deputy Director of the Division of Teaching Management, and Assistant President and Director of Southeast University¡¯s Pukou campus. Zhihua ZHONG

President, Hunan University

Professor Zhong graduated from the College of Mechanical Engineering of Hunan University. He earned his doctorate in Engineering from Linkoping University (Sweden). He became President of Hunan University in July 2005 and was appointed a member of the Chinese Academy of Engineering in 2005. Professor Zhong successively held the posts of dean of the College of Mechanical and Automotive Engineering of Hunan University, director of the State Research Centre for High Efficiency Grinding and Sharpening Engineering Technology, Vice President of Hunan University, and membership in the Committee of Specialists in ¡°Advanced Manufacturing and Automation Technology¡± under the State 863 High-Tech Project. He is currently a member of the academic discipline evaluation department of the Commission of Academic Degrees of the State Council, a member of the Engineering department of the Committee of Science and Technology of the Ministry of Education, and a member of the Teaching Guild Committee of the Ministry of Education. As president, he is responsible for the overall work of Hunan University¡¯s administration.

Director, Division of Planning, Department of Culture and Education

State Administration of Foreign Experts Affairs

Dr. Gao has been working at the State Administration of Foreign Experts Affairs (SAFEA) for the past 15 years. SAFEA is responsible for the administration of experts from abroad, most of whom work in academic settings. Dr. Gao graduated from Beijing University of Aeronautics & Astronautics where he earned both his B.S. and M.S. degrees.

 

Yiqun ZHANG

Vice President, National Academy of Education Administration

Mr. Zhang was appointed Vice President of the National Academy of Education Administration (NAEA) in October 2006. NAEA administers the training of education officials throughout China. Mr. Zhang has worked at the Ministry of Education for more than 20 years and has extensive work experience in international higher education.

 

Ximeng TONG

Project Officer, National Academy of Education Administration

Ms. Tong has been working at the Office for International Affairs at the National Academy of Education Administration (NAEA) since 2005. She is also an assistant research fellow in the Department of Comparative Education at NAEA. The National Academy of Education Administration (NAEA) administers the training of education officials throughout China. Ms. Tong earned both her bachelor¡¯s and master¡¯s degree in International Studies from Peking University.
