Subject: Change in Automated Turned Down Procedure

This message serves to announce a change in the procedure regarding the managing of turndown proposals from what was previously announced in April, 2010.  

After discussion with representatives from several major units across campus, it was determined that signers are comfortable with their approvals to remain valid for a period no longer than 18 months.  As a result, the following change will be effective August 13, 2010:

An eRPM system generated email requesting a status update will be sent to the Principal Investigator (PI) and Primary Research Administrator (PRA) for those proposals that are in the "Submitted to Sponsor State" for exactly 13 and 15 months.  The email will include instruction to submit status updates via the eRPM activity “Project Team Request DRDA Action”.  The emails will further inform the PI and PRA that if no response is received, the proposal will be automatically moved into the "State of Turned Down" at the 18 month point.
After this enhancement, an eRPM system generated email will be sent to the PI, PRA, and all PAF signers or their designees for those proposals that are in the “Submitted to Sponsor State" for 18 months or longer informing them the proposal has been moved into the "State of Turned Down".  Outstanding proposals that are currently past the 18 month submission date will immediately be moved to the "State of Turned Down".
If the proposal is awarded after it is moved to the "State of Turned Down", the PAF can be restored by DRDA and new approval signatures from all the original signers will be required to process the award.  
Please note:  Medical School units should follow the outstanding proposal review process established by their Dean’s Office.
If you have a proposal  that was submitted to the sponsor(s) on or before May 15, 2009, and the proposal is still in the "Submitted to Sponsor State" as of the August 13th upgrade, you will receive only a single notice that your proposal has been administratively Turned Down.
